I have. I am not certain, but I believe it is a Microsoft bot of some kind, possibly related to the Microsoft Network. It is rude enough to ignore robots.txt, and it appears to hunt for images, etc.
I have a number of hits from it on February 8 and 9, 2004 coming from a speakeasy.net DSL connection. It did not request robots.txt and crawled indiscriminately at a rate of about one URL every 30 seconds to two minutes. At one point it requested “/code/%s” which looks like a bug.
I have had the same User Agent crawl my blog as well, on the same days too. Looks like its the same bot because it did the exact same things. (Except access /code/%s)
