Could the problem be because of his robots.txt? Doesn’t seem so to me… Maybe some IP block in .htaccess?

They will most definitely be able to explain what you are doing wrong.I just put that URL through the W3C HTML Validator, and it returned an error message- ‘ Sorry, I am unable to validate this document because on line 314 it contained one or more bytes that I cannot interpret as utf-8 (in other words, the bytes found are not valid values in the specified Character Encoding). Please check both the content of the file and the character encoding indication.’ Could Googlebot be affected by the same issue?
